cljs.cli `repl-opt` doesn't respect `IReplEnvOptions` - hand picks only fast repl prompt option

Description

IReplEnvOptions was meant as a way for REPLs to pass up defaults to the wrapping cljs.repl/repl* function. cljs.cli doesn’t respect the contract in repl-opt.
